1. Use Filter>Draw>Perlin Noise with the Perlin Noise Filter set to 1.0
2. Use Edit>Tonal Correction>Brightness Contrast set to Auto Adjust
3. Use Layer>Make a New Correction Layer >Gradient Map and set it to Rainbow. (Make sure it’s over the noise layer)
4. Merge it down with the noise layer.
5. Set those layers to Overlay and 50% Opacity (though you may want to mess around with it)
