She’s usually not wearing tops that’s very revealing and she wears a bra to keep them in place as best as possible. She also doesn’t end up in a full gallop very often due to living in the city.
But, when she does, and her top fails/or she’s wearing a revealing one, she gets embarrassed as fuck.

The reason Nero looks like Saber was so people would go in expecting Saber and be blindsided by her personality. Obviously that's not the in-universe explanation but it's way funnier than anything else they could say.
