First, Utters and boobs are the same thing. You’d be better phrasing it like “why don’t cow women have 4 boobs?”. And the answer to that is the same for both; 1) It’s not the artist’s fetish 2) The artist doesn’t feel like drawing it because it’s honestly a pain in the ass 3) dog/cow women, like humans, only have 1-2 offspring so the multiple nipples are unnecessary. 4) It’s not the artist’s fetish.

This actually makes me want to bring up this point because this is one of the most annoying complaints I see in regard to fantastical creates especially beast-men (not directed at you, anon, but you did make me remember it); “X can’t have 7 (usually breasts) because they’re X (usually reptilian)!”

It’s a cow/dog/lizard/horse/bird/dragon (wo)man! There is distinctly the “man” part in there short for “human” in some goddamned cases. Humans have tits so anything that’s supposed to be a [thing]-man is free reign to have as many or as few tits as they want!!!

You can prefer your titless lizards but don’t force your preference onto other people and say it’s wrong when you’re talking about a human-lizard hybrid.
