you should do your own scale of what is consider a monster girl or not. you're right about the catgirl/dog girls. animal ears and tail doesn't make you a monster. i guess if you're like 70% monster and 30% human then i guess

See a scale is hard when things like vampires, ghosts, and general undead creatures exist. I definitely consider vampires as monster by virtue of behavior more then by appearance (though I wouldn’t snub a vampire that could also look monstrous).
